The first recorded lotteries were held in the Low Countries, where towns would hold public lotteries to raise funds for the poor and town fortifications. There is some evidence that these lotteries may have been much older. One record from L’Ecluse, France, mentions a lottery of 4,304 tickets. The winning ticket would have been worth four florins, roughly the equivalent of $170,000 in 2014 dollars. The lottery was not limited to money, however; prizes often included luxury dinnerware or other items of unequal value.

The first recorded lotto slips came from the Chinese Han Dynasty, between 205 and 187 BC. These lotteries were believed to have helped finance major government projects. The Chinese Book of Songs even mentions the game, describing it as a “drawing of wood” or “drawing of lots.”

The court considered over 100 findings and determinations of fact related to the history of Pennsylvania’s lottery. The court also took into account the development of the iLottery games, as well as expert testimony. The court also considered the credibility of the witnesses in order to come up with a fair decision. The Pennsylvania Supreme Court held a five-day trial, resulting in a decision that was favorable to the lottery industry. The court concluded that the lottery was fair and that the Pennsylvania lottery was not responsible for the loss of millions of dollars.
